Esta ma\u00f1ana, la diputada Laura Yamili Flores Lozano present\u00f3 ante el Pleno del Congreso del Estado la Iniciativa de Reforma a la Constituci\u00f3n Local para establecer como derecho el otorgamiento de un descuento del 50 por ciento en el pago del impuesto predial y del servicio de agua potable a las personas de 65 a\u00f1os en adelante, respecto de la propiedad que habiten y sean propietarias o poseedoras de la misma.<\/p>\n\n\n\n
En la exposici\u00f3n de motivos, la legisladora destac\u00f3 que la sociedad, bajo principios de justicia, solidaridad, responsabilidad y democracia, tiene la obligaci\u00f3n de apoyar a los grupos en situaci\u00f3n de vulnerabilidad, entre ellos las personas adultas mayores. Se\u00f1al\u00f3 que este sector enfrenta desventajas hist\u00f3ricas como la falta de empleo digno, pensiones insuficientes, dependencia econ\u00f3mica hacia familiares, enfermedades cr\u00f3nico-degenerativas y discriminaci\u00f3n por su edad.<\/p>\n\n\n\n
La diputada Flores Lozano subray\u00f3 que, si bien algunas leyes de ingresos municipales contemplan descuentos en el pago del predial para adultos mayores, dichos beneficios resultan m\u00ednimos, con m\u00faltiples requisitos y sin contemplar el servicio de agua potable. Por ello, la propuesta busca elevar a rango constitucional el descuento universal del 50 por ciento, a fin de garantizar un apoyo econ\u00f3mico real y uniforme en beneficio de este sector de la poblaci\u00f3n a partir del ejercicio fiscal 2026.<\/p>\n\n\n\n
